We support public administrations, project implementation units, regulatory authorities and donors in mastering their procurement systems. Our service draws on more than thirty years of expertise built within international institutions — World Bank, European Commission, IsDB — and deployed in over fifteen countries across Africa and the Middle East.

Our engagement covers the full cycle: design and delivery of training seminars (WB, IsDB, EU, AfDB, FADES procedures; sustainable procurement; weighted criteria), corruption risk mapping for regulatory authorities and ministries, capacity assessments based on MAPS and PRAMS methodologies, and technical assistance for drafting manuals, guides and standard documents.

Procedures and policies of development banks (World Bank, IsDB, EU, AfDB, FADES), sustainable public procurement, weighted criteria. Intensive seminars (5 days) targeting project implementation units, tender committees and public officials.

Risk mapping

In-depth analysis of corruption risks in public procurement: diagnosis of the legal and institutional framework, identification of vulnerability points along the procurement cycle, recommendations for mitigation measures and control mechanisms.

Capacity assessment & reform

MAPS (Methodology for Assessing Procurement Systems) diagnostics, CPAR reviews, support to public procurement reforms: legal, regulatory and institutional frameworks.

Technical assistance

Drafting and quality control of manuals, guides and standard documents: standard bidding documents, procedures manuals, contracts. Support in bid evaluation and contract management.
